I manage to set-up a localhost WordPress site on this Acer laptop. When people said localhost, they mean the PC/laptop. Thanks to tools like XAMPP, you turn a small part of your PC hard-drive (actually is just a folder at c:\xampp) into a webserver so that WordPress site can be up and running.

The purpose of doing it is to
- work offline
- test drive some plugins
- get up to speed with WordPress CMS
